Utility Billing

The City of Canal Winchester offers water, sanitary sewer, and storm water service to city residents. Under the supervision of the Finance Director, the
Utility Billing Clerk is responsible for the billing of services, the collection of utility payments, and the maintenance of accounts.

To ensure bills are mailed to the appropriate resident/address, please notify the Utility Billing Clerk of any address changes as soon as possible.

Landlords/Tenants –Tenant names can be added to utility accounts with proper documentation. However, property owners are ultimately responsible for the payment of utility services and will be billed if a tenant does not pay.

New Residents – To have utility service put into your name, please come to the Municipal Building during regular business hours. A photo ID and closing
statement or lease is required.

Final Readings – If you are selling or buying property in the city, we will prepare a final bill as a courtesy prior to closing. We require 48 hours notice for any final reading date. If a final meter reading and billing is not done, the new property owner becomes liable for any prior unpaid utility bills.

Payment Methods


The city accepts cash, money order, credit card and check for payment.
Payments are accepted:
  • By mail
  • In person at the Municipal Building during normal business hours
  • 24 hour drop box located in the entry of the Municipal Building
  • Online - one-time and recurring (Please note there is a fee for this transaction.)
  • Automatic withdrawal (registration required) Enroll now!
Payments will not be accepted over the phone.

Please note that payments made through a bank’s e-pay system are not directly deposited to the city. A physical check is processed by the bank and mailed to the Utility Billing Clerk. This process can take 5 to 10 business days depending on the banking institution. Resident accounts are considered paid upon receipt of the physical check from the bank.

Utility Billing Rates


Bills are mailed to residents on a bimonthly schedule and are due in February, April, June, August, October and December.

Utility rates are set by city Ordinance. Current rates, effective January 1, 2017, for service are as follows. All rates are per 1000 gallons unless otherwise
noted.

Water - $6.21

Outside Sprinkler
- $6.21 (A separate meter is required. A resident is not charged sanitary sewer for water that runs through the sprinkler meter. Please contact the Utility Billing Office for more information.)

Bulk Water
- $8.90

Sanitary Sewer (Canal Winchester)
- $5.76

Sanitary Sewer (Lithopolis)
- $4.03

Storm Water

Residential- $3.00 per account per month
Commercial/Industrial - Based on Equivalent Residential Units (ERUs)
ERU=3,001 square foot of impervious area
